On 7th November, 2013, at the National University of Civil Engineering (NUCE), the Ceremony of MOU between NUCE and Japanese Society of Civil Engineers (JSCE) and the Opening Ceremony of Center for Promoting Vietnamese – Japanese Civil Engineers Collaboration (CVJCE) are held at NUCE.

Attending to the Ceremonies, in Vietnam side: Dr. Le Trung Thanh, the Secretary of Minister of Construction; Dr. Pham Sy Liem - Vice President of the Vietnam Construction Association; Prof. Dr. Pham Quang Hung - Ministry of Education and Training, Dr . Le Van Thanh – Rector of NUCE; Representatives of Institute of Construction Technology Science; Representative of Management Board for Ha Noi Urban Railway; Representatives of other organizations and some lecturers of NUCE.
On the Japanese side: Prof. Dr. Takehiko Ono – President of JSCE; Ms. Nozomi UI - representative of JICA in Vietnam; Mr. Yasu Taka Honda – Director of Zenitaka company; Mr. Kazunori Kihi - Toyota Tsuho Vietnam; Mr. Seishi Nagano - Japan Vietnam Construction Consultancy Company and some other members.
Speaking at the Ceremony, Dr. Le Van Thanh expressed that NUCE is the leading organization training in the construction sector. Nuce cooperates with many international organizations around the world. However, the relationship with Japan is the special cooperation. The relationship with Japan is longstanding and increasingly proven effective in many areas, particularly in the field of construction training. These events of NUCE and JSCE are indicating clearly the strong friendship between the Japanese and Vietnam partners. NUCE always considers the Japanese counterparts as "close friends” and we will work together to build the stronger partnership.
At the meeting, Mr. Takehiko Ono expressed that these events are also indicating of the 40th anniversay of the cooperationn between Vietnam and Japan. The Center for Promoting Vietnamese – Japanese Civil Engineers Collaboration has two functions as the library of Japanese civil engineering books and as the meeting room for civil engineers. Hopefully, people use this Center not only as for the investigation of civil engineering issues but also for the discussion to solve the real problems related to construction sector.
The Signing Ceremony between the NUCE and JSCE and the Opening Ceremony of CVJCE took place in an intimacy atmosphere.
