Deputy Minister of Construction Pham Minh Ha had a meeting and worked with Ambassador Extraordinary and Plenipotentiary of the Republic of South Africa to Vietnam Vuyiswa Tulelo on December 4th, 2024.
Deputy Minister Pham Minh Ha received the Ambassador Extraordinary and Plenipotentiary of the Republic of South Africa to Vietnam.
At the meeting, Ambassador Vuyiswa Tulelo thanked Deputy Minister Pham Minh Ha and leaders of units under the Ministry of Construction for taking the time to welcome and work with the delegation of the Embassy of the Republic of South Africa in Vietnam, and said that she was very impressed with the social housing development programs, green and energy-efficient building development of Vietnam in recent times.
Currently, South Africa, specifically the South African Ministry of Housing, has paid attention for developing housing for low-income people and the poor in urban areas. Therefore, establishing channels for experience exchange and sharing between the Vietnamese Ministry of Construction and the Ministry of Housing, agencies and partners of South Africa will bring practical benefits to both sides, said Ambassador Vuyiswa Tulelo.
Ambassador Vuyiswa Tulelo desired to learn more about Vietnam's policies, legal regulations and orientations in developing social housing, green buildings, energy-saving and efficient buildings, and create a bridge to promote cooperation between South Africa and Vietnam in these fields.
Welcoming Ambassador Vuyiswa Tulelo to visit and work with the Ministry of Construction, Deputy Minister Pham Minh Ha briefly introduced the function of state of management of the Ministry of Construction such as: planning, architecture; construction investment activities; urban development; technical infrastructure; housing; offices; real estate market; construction materials; state management of public services in the fields of state management of the Ministry according to the provisions of law.
Deputy Minister Pham Minh Ha emphasized that caring for people's housing, developing social housing and workers' housing are one of the key policies of the Party and State of Vietnam. The Ministry of Construction, together with a number of ministries, branches and localities, are assigned by the Government to realize these goals.
Regarding green growth and development, the Ministry of Construction is currently applying construction standards, regulations, construction materials as well as new design criteria to construction works and production facilities to ensure green, sustainable and energy-saving growth. Therefore, learning valuable experiences from the international community, including South Africa, will be the basis for perfecting these legal documents, helping Vietnam reach international standards.

Deputy Minister Pham Minh Ha agreed with Ambassador Vuyiswa Tulelo's proposal on strengthening cooperation between Vietnam and South Africa in the coming time and also affirmed that the Ministry of Construction wished to cooperate with South African agencies and partners to exchange, cooperate, and share experiences in research, development of standards and regulations in the field of construction science and technology, development of energy-efficient works, green works, green technical infrastructure; innovation, new technologies in the production of construction materials, construction, installation, management and operation of green works, saving energy, reducing greenhouse gas emissions; solutions for energy-saving use for buildings.
Deputy Minister Pham Minh Ha assigned the Department of International Cooperation to be the focal point, coordinating with specialized units of the Ministry of Construction to discuss with the Embassy of the Republic of South Africa to Vietnam to develop specific cooperation programs and plans between the two sides in the coming time.
