Experience on Capacity Building for Engineers on Infrastructure Development in Japan

On May 21, 2014, at Ha Noi University of Civil Engineering (NUCE), the seminar “Japan’s experiences in enhancing civil engineer capabilities for infrastructure development and 1st Japan – Vietnam civil engineers meeting” was held. The workshop was organized in collaboration with the NUCE and Japan Society of Civil Engineers (JSCE) and Centre for Promotion Japan - Vietnam Civil Engineers Collaboration (CJV), under the support of the Ministry of Land, infrastructure, Transport and Tourism of Japan (MLIT); Ministry of Construction; Ministry of Transport and Vietnam Federation of Civil Engineering Association (VFCEA).

On the Vietnamese side, attending to the workshop are Dr. Le Van Thanh – Rector of NUCE, Mr. Tran Ngoc Hung, Chairman of VFCEA; Dr. Le Quang Hung, Director of Bureau of Government Inspection on Quality of Construction Works, the Ministry of Construction; a representative of the Ministry of Transport; Dr. Phan Huu Duy Quoc, International Department, JSCE, Co-Director of CJV; Dr. Nguyen Hoang Giang, Director of CJV and many other lecturers and students of NUCE.

On the Japanese side, attending to the workshop are Mr. Hirofumi Miyake, Counselor and Chief of the Economic Section of the Japanese Embassy in Viet Nam; Mr. Kenichi Yamamoto, Deputy Chief Representative of JICA Viet Nam; Mr. Kotaro Hashimoto, President of JSCE, former Deputy Minister of MLIT; Mr. Toru Shimizu, MLIT and the participation of experts of Shimizu Corporation and JSCE.

In his opening speech at the conference, Dr . Le Van Thanh - Rector of NUCE said that NUCE was the first university of Viet Nam to train civil engineers and architects. Over 58 years of training, NUCE has provided over 60 thousand civil engineers, architects, more than 4000 Masters and Ph.D degrees. NUCE always put the quality of training leading up to target.

In recent years, NUCE cooperated with many professional associations and construction organizations improve its training for civil engineers. The purpose of this workshop is to introduce the quality of the construction work in Vietnam and Japan; ways to organize and enhance the quality management for engineers in Japan as well as professional certification.

Mr. Kotaro Hashimoto, President JSCE emphasized at the workshop: JSCE is very pleased to be a partner with many construction organizations in Viet Nam, particularly with NUCE in forming the CJV. Since then, the two sides have developed many specific activities. Engineers training is one important task, as the core for the development of Vietnam's infrastructure. Therefore, JSCE wishes to further promote the development cooperation to assist Viet Nam in engineers training with sustainability.

According to Mr. Tran Ngoc Hung - Chairman of VFCEA: capacity and quality of engineers, responsibility and professional ethics are important factors in ensuring the quality of construction works, progress ensurance, economic efficiency. Therefore, this workshop is significant for Viet Nam to learn and exchange experiences in the civil engineering to serve the infrastructure development.

Mr. Hirofumi Miyake, Counsellor of the Embassy of Japan in Vietnam, emphasized the relationship of cooperation between Viet Nam and Japan is increasingly strengthening. The Japanese government is expected to cooperate in the economic development of Viet Nam, especially in infrastructure development. The training of professional engineers are most important tasks in the construction and infrastructure development of Viet Nam. With its experience, Japan is willing to share the knowledge for Viet Nam.

"Together with the Ministry of Construction, Ministry of Transport, universities and other organizations, JICA will incorporate closely in the infrastructure development projects in Viet Nam. In the collaborative process, discussion will be needed if facing difficulties to remove the problems or submit to the government for improvement. This workshop is meaningful in connection, cooperation and exchange between the involved parties" said Mr. Kenichi Yamamoto, Deputy Chief Representative of JICA Viet Nam.

A number of topics are presented in the workshop and with these contents, the workshop is truly opportunities for professionals to share experiences, and discuss research proposals to find out suitable proposals for the development of Vietnam's infrastructure, particularly the assessment and certification of professional engineers training in the future.

MEMORANDUM OF ROUND TABLE DISCUSSION

Challenges in the field of construction and infrastructure development are increasingly raising nowadays: requirements of technologies, construction quality to meet international standards; high competitiveness of construction market, demands on human resource for urbanization process. All of these challenges create important requirements of high quality of human resource in construction and infrastructure development.

Graduated engineers are very necessary for the society. Universities provide fundamental knowledges, basis information but it is impossible to deal with real reality. Therefore, continuing education and training for them to improve their knowledge, working capacity and skills are very necessary.

Further education and regular evaluations of civil engineers after leaving universities are not only the responsibilities of the government, universities but also investors, enterprises, related professional organizations and individuals themselves.
The evaluation of civil engineer’s capability is importance for engineers to define their real capacity, and it helps them in career orientation, creates more positive motivation for engineers to improve themselves.

Most of countries in the world including Viet Nam, the government has not enough resources yet to conduct all processes of evaluations, certificate provisions for construction engineers. It is important to socialize the work of engineers’ capability evaluation to effective use all possible resources. This socialization has to develop with specific conditions and careful management plans.

Continuous testing and point counting for engineers when they involve in real projects to get experience and attend seminars, conferences, professional training courses… are effective tools that Vietnam has to research, learn to improve the quality of human resource in construction and infrastructure development.
